 The directory for 9.1 is actually a symlink to the directory for 9.0
 because packages are only built for the first point release.
 
 I don't know whether this bug is more suitable for sysupgrade's github
 repository, or whether automatically updating config for packages is
 in-scope for sysupgrade.
