If anything, I would make it part of the bootstrap.
Extra platform support besides the bare minimum (bmake, ftp, pkg_*)
should be contained within packages with appropriate builtin.mk, and
that would include such things as C99 support headers. See also
devel/patch, devel/libgetopt, devel/sysexits....
