Update rust to version 1.36.0
Pkgsrc changes:
* NetBSD/sparc64 disabling of "packed" removed ("packed" removed upstream)
* Adapt src_libstd_build.rs patch, update sed'ing of .cargo-checksum.json
Build verified on NetBSD 8.0/amd64.
