nspr: Update to 4.25
* Fix runtime error by pthread_equal() misuse.
Changelog:
NSPR 4.25 contains the following changes:
- fixed reading files larger than 4 GB on Win32
- changes to NSPR test tools to allow them to run on our CI
- added support for Xtensa architecture
