beanstalkd: let the RC script work unprivileged
This takes advantage of the introduction of the SYSCONFBASE variable.
Tested on NetBSD/amd64.
While there, improve the general behaviour, and avoid `pkill -u` in particular
when stopping the service.
Bumps PKGREVISION.
