It's currently needed only by the php4-imap package.  I realize that
my understanding of shared libraries and inter-library dependencies is
imperfect, and that someone more knowledgeable can find a better way
to accomplish the same thing.  If you can fix the problem with
loadable modules in Apache, the _pic.a library can probably go away.
