Log Message:
update to ircii 20021103. changes include:
  o  fix random bugs
  o  fix a problem with new ICB group name changes message format
  o  new /on icb_who and /on icb_motd
  o  all high control chars should be now properly filtered avoiding
     pretend output
  o  fix help page bugs
  o  fix meta5, meta6, meta7 and meta8, which behaved as if you had always
     hitten them once you had (ie sticky forever)
  o  avoid crashes in /help
