Update p5-DBD-postgresql to 1.22

  - Fix memory allocation problem in bytea escaping
  - Add utf8 support
  - Transform Perl arrays into PostgreSQL arrays
  - Fix for foreign_key_info()
  - Fix PG_TEXT parameter binding
  - Doc cleanups
  - Fix warning from func($table, 'table_attributes')
  - Added suppport for schemas
  - Fix binary to a bytea field conversion
