i wouldn't be so sure about that.

 /usr/pkgsrc/graphics/libexif> createbuildlink | egrep "(2.7|pc)"
 # This file was created automatically using createbuildlink 2.7.
 BUILDLINK_FILES.libexif+=3D       lib/pkgconfig/libexif.pc

he removed the .include lines only.
