No. I hope it doesn't create any ${PREFIX}/gdb6 file.

Please try getting rid of your GDB_SUBPREFIX and GDB_PREFIX variables
(unless used in build elsewhere). And please just try:
CONFIGURE_ARGS+=	--libdir=${PREFIX}/lib/gdb6
CONFIGURE_ARGS+=	--includedir=${PREFIX}/include/gdb6

(and adjust PLIST.)

I didn't test the above.
