Update pear-HTTP_Request to 1.2.3.

Changes since 1.2 include many bugfixes and possibility to add misc. socket
options. Full list http://pear.php.net/package/HTTP_Request/download/.

Package requires Net_Socket>=1.0.2 and Net_URL>=1.0.12.
