I'm not sure this was the best fix. I've now come across another package
(iso-codes) that wants to install its .pc file into $(datadir)/pkgconfig.
I could expect other packages (ab)using pkg-config and installing their
.pc files there.
Given that pkg-config has both directories ($(libdir)/pkgconfig and
$(datadir)/pkgconfig) as part of the default search path, I think we should
ensure that pkgsrc can use both independently.
