(a) It creates an explicate duplicate entry for texmf.cnf. This file is
already part of teTeX3-bin, so this is definitely wrong.
(b) The magic to create texmf.cnf is run only at build time of the
package, but if it is used at all, it should be during post-install.
(c) texmf.cnf should most likely be a config file I guess.
