http://pci-ids.ucw.cz/ says:

"If the snapshot is a couple of days old, it usually means that no 
changes were approved recently."

Doesn't sound very static...

I also couldn't download the distfile at all the other day, so the 
source URL isn't entirely reliable either, and there is no fall-back 
master site listed.
