Earlier versions has patches to fix this, but these were not present in gcc 7. It sounds like they are missing in version 8 too. The relevant patches are patch-gcc_config.host patch-gcc_config_host-netbsd.c patch-gcc_config_x-netbsd and indeed the first two are missing in lang/gcc8/patches.
