Log Message:
licenses/esdl-license: Remove text not part of license

  - Drop author name/preamble.  This isn't part of the license, and is
    confounding when searching.

  - Drop US Government Restricted Rights text.  When such text exists,
    it is a contractual matter between the author and the US
    government, and doesn't bear on other users.  It doesn't appear in
    any of the current use of the license within pkgsrc.  Even if it
    did, it can appear with any license, and we don't have a practice
    of having each license with and without it.

(The actual license text is not changed by this commit.)
