graphics/tiff PLIST issue

Hi,

I find that graphics/tiff will build and install bin/tiffgt on arch 
linux, while on netbsd-{9,10} it will only install the man page, not the 
binary, creating a PLIST issue.

The netbsd build logs don't show a trace of even attempting to build tiffgt.

Does that problem show up for anybody else?
