geneweb removal proposal

I have been in theory maintainer of geneweb for a long time, but it
seems troubled.   I don't believe anyone could possibly be using it.

I plan therefore to move it to wip, perhaps trying to update it at the
same time, and would hoist it back to pkgsrc if it seems wise.

I'll wait a week before rming it.   Please speak up if you think this is
the wrong path.
