My request was triggered by a request on Friday that asked for a build
fix for ap-php for 5.6. As you can see on
https://releng.netbsd.org/bulktracker/www/ap-php that was broken
around July.
If you check mef's bulk build:

the php 7.4 version is not in better shape either.
According to mef again, 12 packages depend on ap-php, so they are
already broken for php 5.6 and 7.4.
So yes, actually there is currently trouble that needs fixing and
noone was interested in fixing it for half a year already.
If we want to claim support for old PHP, someone must spend the time
on it.
