Your "quarter or two" approach sounds very sensible to me.  (I lean to
definitely waiting for .2, generally .3).  I would say that applying it
to pgsql results in:

  We are very overdue for moving to 15, first released in 2022-10

  It's solidly time to move to 16, first released in 2023-09.

  It is too soon to move to 17, first released in 2024-09.


That said, if the consesnus is 15 now, I don't object.

Let's see if anybody else has opintions about dont/15/16/17.
