Never override PREFIX. Build it using the /usr/pbulk tooling. Each version of bmake has the correct mk.conf location baked into it which will define LOCALBASE and find the right tools.
But this looks orthogonal to the main issue. Why have the builds been working so far that stopped working recently - still curious.
Depends when they stopped working, but it may be related to the new pkg_add checks. That's not to say the new checks are the cause of the problems, but would turn what was previously a silent problem into a hard error.
