Yes, this seems to be a factor - not sure whether only one though.

Some bulk runs fail on some packages, while some other runs succeed on the
same, while the manual runs always succeed, though next bulk build won't
necessarily reuse the manual build.

Non determinism might be stemming from the order in which the packages are
built (?). Just curious.

After adding zlib dep explicitly to sqlite3, some of the usual suspects
have passed this time.
