wip/fbneo-latest: Port adapted to nightly builds

Hi, I contacted upstream:

"Nightlies are the recommended builds, and the only ones we provide
support for. Anybody using an outdated version of FBNeo is strongly
advised to update to the latest nightly.  Arguably, i've been
considering bumping the version more regularily, but that would be
for the sake of having easier versioning for romset management,
not for the sake of having outdated versions available from 3rd
party package managers." i

I updated emulators/fbneo to the latest release and pushed it to
wip: wip/fbneo-latest.  I used the version shown by the software,
1.0.0.03. PKGREVISION will do the job until this version changes.

The project uses now an included version of libspng (https://libspng.org).
If other packages use this library, a port could be included in
pkgsrc, I don't know.  Input is now configurable by the tab menu.
Fixed bugs, new emulation features, &c.

The port is pkglint clean. I recommend to import it to pkgsrc and
delete the old one.
