lang/openjdk-bin is 21.  So I don't understand your question.

If you mean "should openjdk-bin be renamed to openjdk21-bin, so that's
clearer?", then perhaps.  If you mean "should there be all three of
openjdk{11,17,21}-bin?" then I don't know if anybody wants them, but
there's no doctrine against it.  Just the usual if we're going to
version, version all and don't flip back and forther.
