Me neither and unfortunately I have never digged in Python packaging
outside pkgsrc context but the rule of thumb that I remember is:

 «Please try them in the order as documented in `The pkgsrc guide':
  i.e. if egg.mk does not work, use distutils.mk; if distutils.mk
  does not work use extension.mk.»

(Yeah, we shouldn't have these rules of thumb! :))
If/when I will look it deeper hopefully I will try to clarify the
section in the guide (but if anyone is reading that and can help
please let us know, I'm pretty happy to help in the formatting to
put all relevant information in the guide if needed!)
