mk/blas.buildlink3.mk: Updates per recent discussion
PKGSRC_BLAS_PREFERRED => PKGSRC_BLAS_TYPES
Clean up and expand comments
Default PKGSRC_BLAS_PREFERRED to all supported BLAS implementations to
prevent build failures where BLAS_ACCEPTED limits choices
