rust: use the internal LLVM on NetBSD/sparc64.

rust: use the internal LLVM on NetBSD/sparc64.

(NetBSD)/sparc64 systems fail to build libunwind from LLVM 13.0.1,
which is depended on here if we're using the pkgsrc LLVM and
libunwind, so default to using rust-llvm on NetBSD/sparc64.
