Log Message:
task: Update to 3.19.0

* Installation via npm now supports pnpm as well.
* It's now possible to run Taskfiles from subdirectories! A new
`USER_WORKING_DIR` special variable was added to add even more flexibility
for monorepos.
* Add task-level `dotenv` support.
* It's now possible to use global level variables on `includes`.
