Import into wip/geos2

Log Message:
This is version 2 of GEOS.  This pkg was referenced by others, but not
present.  It has only straightforward changes (WKRSRC override no
longer needed, updated PLIST) from wip/geos, so I left the maintainer
field alone.

GEOS (Geometry Engine - Open Source) is a C++ port of the Java Topology
Suite (JTS). It contain the complete functionality of JTS in C++. It
includes all the OpenGIS "Simple Features for SQL" spatial predicate
functions and spatial operators,and JTS topology functions like
IsValid().  This package is version 2.
