Update ibus-chewing to 1.3.6.20100730.

- Resolves: #608991
- Sort of fix upstream issue 993.
- Include USER-GUIDE
- Remove NEWS, as this project does not use it.
- Fix upstream Issue 1016: [ibus-chewing] Chewing should commit the complete 
string before disable chewing. But only for ibus-1.3.0 and later.
- Mouse candidate selection now work in plain Zhuyin mode.
- Default setting changes: (Won't affect current user though).
  + Auto move cursor: TRUE
  + Add phrases in front: TRUE
  + spaceAsSelection: FALSE
