Import into wip/libdbglog

Log Message:
Import libdbglog-1.5.1 as wip/libdbglog.

dbgLog (debug logger) is a C++ library for debugging purposes and runtime
logging to file with extension for Python and PHP. A simple solution for
logging same way in many applications using different programming languages.
