Import into wip/ruby-httpclient

Import ruby18-httpclient-2.1.6 as wip/ruby-httpclient.

'httpclient' gives something like the functionality of libwww-perl (LWP) in
Ruby.  'httpclient' formerly known as 'http-access2'.
