Log Message:
Import py27-kineticlib-0.3.1 as wip/py-kineticlib.

Provides a library with various functions used in computational kinetic theory.
The documentation is currently being written. Mostly aimed at
the multi-temperature approximation, but many functions 
work with the state-to-state
approximation as well.

To generate a diff of this commit:
