nspr and nss

Hi

I've just imported nspr and nss packages to wip.  These two packages were
heavily inspired by the FreeBSD ports, and the NetBSD www/mozilla port.

The motivation for these packages are:

and someone else is most of the way through a gaim-encryption port
that depends on gaim being linked against nss.

I think nspr isn't terribly far from being done.  It should build and
install fine on a NetBSD system.  I've tested it with my 1.6 machine.
The only question I have at this time is to do with the buildlink3.mk
file, as in have I got it right?

I'm strugging with nss.  It currently stops towards the end of the build
process with

libplc4.so is installed by the nspr package in LOCALBASE/lib but it
doesn't seem to be able to find it at link time.

I've prepared the nss-install script, which _should_ work when the package
can build past this stop.

Can someone spare me a clue please?
