Path to PKG_CONFIG

Hello

In two packages I have been mucking around with lately the path to
PKG_CONFIG is embedded in autogenerated files. I did this in
wip/meanwhile:

# path hackery
SUBST_CLASSES+=                 pkg_config
SUBST_STAGE.pkg_config=         post-build
SUBST_FILES.pkg_config=         samples/build
SUBST_SED.pkg_config=                           \
 -e "s|PKG_CONFIG= ${WRKDIR}/.tools| PKG_CONFIG= ${LOCALBASE}|g"
SUBST_MESSAGE.pkg_config=       Fixing hardcoded PKG_CONFIG path

I am thinking about doing the same for wip/gaim, but I would like to
hear what your opinions are about it?
