There can be other reasons for keeping a "finished" package in pkgsrc-wip:
- the package is tracking -beta or -devel versions whereas the stable
releases are in pkgsrc proper (e.g. opera-devel, which is impossible to
support security-wise). Often these packages are "synced" into pkgsrc
once the -beta versions become official releases (e.g. firefox2).
- there are licensing problems or other issues preventing the package from
going to pkgsrc (e.g. jdk14)
