patch-aa's second chunk seems unnecessary.
You can set USE_PERL5 to "build" to get the effect of
the build-depends line you currently have.
Also, ${PERL5} will point to the perl executable.
You can do the substitution you mention in the TODO
by using subst.mk, details are in the comments in
mk/subst.mk and in many packages.
