Please review and test jbigkit

Hi list,

I just committed wip/jbigkit, a package providing JBIG libraries and tools.

This package is generally used by programs that need the JBIG algorithm, 
like ImageMagick (current pkgsrc vesion builds without jbig support, I 
am planning to add it), and drivers/rasterizers for some printers 
(Konica Minolta ones).

This is my first package, so please review extensively. On my side, I'll 
use it when I will import the driver of the Konica Minolta 5440DL.

"make test" to test it.
