I know nothing about symon, but I have a guess what the comment means:
It might mean that some references to /usr/local or perhaps /usr/pkg
are directly included in the distribution tarball, so it won't work
(well) if installed somewhere else.

Look at the Makefile to see how some of them are already fixed.
