The axppci33 is not the same thing as a multia.  putting in multia
firmware is a *bad* thing.

You want the firware from:

ftp://gatekeeper.dec.com/pub/DEC/Alpha/firmware/v3.8/decaxppci33/decaxppci33_v1
_6.sys (or .exe).
