The only reason there is no toolchain snapshot is because the toolchain
has not changed in any important way. So, just unpack the tarballs from
1.3:

  ftp://xxx/pub/NetBSD/NetBSD-1.3/alpha/binary/toolchain/toolchain.tar.gz

And, optionally:

  ftp://xxx/pub/NetBSD/NetBSD-1.3/alpha/binary/toolchain/toolchain-src.tar.gz
