No.  They have announced a program where you can buy a 21164A
workstation now with a "low-cost" (ha!) upgrade to 21264 when they 
are available.  See www.alphastation.digital.com for more info.

You can also order upgrades for the 8400 servers.  Maybe our friends at
NASA Ames have a few bucks sitting in the budget for one of these :-)
