For what it is worth, I found during that era (i.e. Jan/99 -current) that
my PC164SX would fail any attempt to reboot after a first boot.  I'd get
an error like the above, or one explaining the disk did not have a valid
boot block.  So I hit the old reset button and that seemed to clear things
up.

I no longer have this problem with -current of the last month or so.
