Meanwhile I had a look at the GENERIC kernel config file and indeed, the
TC wscons is disabled. So you have to use serial console for install. 
I thought that this was included in the GENERIC kernel config since it
is working for some time. :-(

No. Install with serial console, recompile a kernel based on
/usr/src/sys/arch/alpha/conf/TCWSCONS and be happy. :-)
Maybe there is somwhere a inofficial install system with TCWSCONS...
