NetBSD calls PMAG-B TC framebuffer option card "cfb" Did
you uncomment two "cfb" lines in TCWSCONS?

When multiple TC framebuffers are installed, the one which sits in
lowest numbered slot is chosen as system console, not in slot 0.
PMAGB-A (HX) or any of PXG cards is highly recommended for
the video rendering performance reason.
