The siop1 entry is there because I had it enabled when trying to debug the
problem.  With it commented out, the system will boot.

I had ethernet connectivity - but only through a 3COM card added to the
system.  The NIC on the combo card has the same problems as the second
Symbios chip- no interrupts.
