my problem did indeed look similar to pr#26666.  I upgraded fil.c, and
I think it helped.  However I'm still having kernel panics when using
IPv6.  The latest one is:

so, I still can't bring up an IPv6 tunnel to occaid.  but at least we
are uncovering a lot of problems before the release.  Let me know what
else I can do.
