The next thing I Was going to suggest was trying ACPI.  I'd also try
PCI_INTR_FIXUP and/or ACPI_ACTIVATE_DEV.  Can you send us a dmesg with
ACPI/PCI debugging on?  It would be helpful to see how the interrupts
are fixed up/routed.
