It fixes the problem, but are there any cards which have expansion ROM
for ARC machines? If so, I think it is OK to disable it simply.
(The ARC BIOS does not setup them because there is no such cards?)

BTW, there are two pci_machdep.h in arc/include and arc/pci.
I think arc/pci/pci_machdep.h should be removed, right?
