After discovering that the link on NetBSD/arc's web page to the ARC 
specification on Microsoft's web site was dead, some friends and I 
went looking for it, found v1.2 in PostScript, ran it through a 
Distiller equivalent to produce a PDF, and it has been posted in:

http://www.netbsd.org/Documentation/Hardware/Machines/ARC/

The NetBSD/arc page has been updated to point there, too.

Now, if someone would just write some installation instructions for 
this port...
